Judith Thompson, a former skills advisor to the Northern Ireland Probation Board, will take the position vacated by Kathryn Stone last year.
Mr Lyttle said Ms Thompson had an important role to play in our society.
“I would like to congratulate Judith Thompson on her appointment to this important position. I look forward to working with her and would like to wish her every success.
“There are a number of pressing matters for the Office of the First Minister and deputy First Minister to address, such as victims’ pensions and ensuring there is proper support for the Victims and Survivors Service.
“It will be important for the new Commissioner to be given time to assume her role but I hope she will work to support long outstanding delivery for victims and survivors on these matters.”
