The incident occurred near the Elms student village on the Malone Road.
Councillor McDonough-Brown said: “This is a terrible tragedy and my thoughts are with the family of the young man who sadly lost his life.
“This unnecessary loss of life highlights yet again the need for all road users to be vigilant, watching their speed and never letting anything distract their concentration.
“I would appeal to anyone who witnessed the crash to come forward to the PSNI immediately so that all the facts can be established.”
