The incident took place at the Wallasey Park area after 10pm on Wednesday night and left the victim with a gunshot wound to his leg.
Councillor Nuala McAllister said: “I am very concerned at the growing level of gun crime on the streets of North Belfast.
“This type of behaviour is completely unacceptable and must be universally condemned. Those behind these on-going attacks do not speak for the entire community, instead leaving local people fearing for their safety.
“I would urge anyone with information to contact the PSNI as soon as possible, so that those behind this incident can be removed from the streets before they attack again.”
