One man was shot three times in the chest and the other in the leg during the incident at the junction of East Way and Whitehill Drive in the Whitehill estate, early on Monday morning.
Councillor Michael Bower said: “I completely condemn this attack which has shocked the surrounding community. My thoughts are with the victims as they begin their recovery from this horrific attack.
“This must have been a frightening experience for those who heard the shots and for those waking up to violence on their doorsteps.
“The community is united in its disgust of this attack and is clear in its desire to see those responsible removed from the streets as soon as possible.”
Mayor Andrew Muir added: “While we do not know the motive yet, this type of behaviour is completely unacceptable. Everyone has the right to live their lives free from the threat of violence.
“I would urge anyone with information to contact the PSNI as soon as possible.”
