The attack took place at a coastal path in the Downshire Road area at around 3am on Tuesday morning.
Councillor Andrew Muir said: “It is very worrying to hear of another sexual attack in the Bangor area and I completely condemn what can only be described as a terrifying ordeal for this young woman.
“We must ensure our streets are safe, but with two sexual attacks in recent days it is clear we have more work to do. I would urge all young women to use caution when they are out at night, ensuring they take all safety precautions possible.
“My thoughts are with the victim and I wish her a full recovery. I would urge anyone with information about this attack to contact the PSNI immediately. The perpetrator of this crime must be caught.”
