Mr McCarthy was speaking after it was revealed the opening of the new £150 million critical care unit would be delayed after damage to the pipes was detected.
Kieran McCarthy MLA said: “I am extremely worried at the news today that the new critical care unit at the Royal Victoria Hospital will now be delayed.
“Having already missed its initial handover deadline in November 2012, this latest delay means the Trust will not take ownership of the facility until 2014, a delay which is unacceptable.
“I recently had a tour of the new facility and was impressed by the potential difference it will make to the health service in Northern Ireland. It is vital these latest problems are over-come as soon as possible.
“The longer the critical care unit is delayed, the longer patient care and services are also delayed.”
